Form the LLC before you title anything to it
Form the company first, because the DMV cannot print a title in the name of an LLC that does not exist. West Virginia charges $100 to file Articles of Organization for a domestic LLC, plus $1 for online filing.
You file through the Secretary of State, on form LLD-1, online through the One Stop Business Portal or on paper. The fee is the same either way. Two groups can have it waived: veterans and West Virginia residents aged 18 to 29 under the young entrepreneur waiver.
An electrician with a full parts inventory and a mover carrying other people's households both carry enough exposure that the entity is worth the $100. A solo house cleaner with one hatchback may still want it for the separation, and the cost is the same either way.

Get the EIN and a bank account in the LLC's name
The EIN is the company's tax number, and the bank account is what separates company money from yours. Both come before the first vehicle, because a truck bought with personal money and titled to the company is hard to untangle later.
The EIN is free from the IRS. The bank will want the filed Articles and the EIN letter. Keep every vehicle purchase, plate renewal and repair on that account from day one, so the tax position on tools and equipment is clean later.
This matters most for the vehicle itself. When a title, a loan or an insurance policy names the LLC, a mixed bank account is the first thing that undermines the separation in a claim.

Buy the first vehicle in the LLC's name, or move one you own
Two roads lead here, and they cost different amounts. A vehicle bought by the LLC pays the 6 percent titling tax on its purchase price. A vehicle you already own, transferred in, follows the gift rules instead.
That second road has a trap. The automatic exemption from the affidavit covers only spouses and parents and children. Your LLC is not on that list. Moving a vehicle you already own into the LLC walks the paperwork, and the difference between a notarized affidavit and a tax bill on book value.

Title the vehicle with DMV-1-TR and pay the titling tax
Every motor vehicle, trailer, semi-trailer, pole trailer and recreational vehicle driven on a West Virginia highway must be titled and registered. The application is DMV-1-TR, and the title fee is $15.
The titling tax is 6 percent of the purchase price, on vehicles with a net price over $500, or a flat $30 if the price is under $500. A trade-in drops the taxed price, but only if the trade-in is titled in West Virginia in the applicant's name. If the LLC is the applicant, the trade-in must already be in the LLC's name to count.
Two rules bite used-vehicle buyers. A vehicle two model years old or newer, bought privately, is taxed on its NADA Clean Loan Book value no matter what the bill of sale says. Register the vehicle and pay its plate by weight class
Registration follows the title, and the fee follows the weight. A car or truck at or under 10,000 pounds gross vehicle weight sits in Class A, where a standard plate runs $51.50.
Past 10,001 pounds the vehicle lands in Class B, where the fee steps up with weight: $34.50 a year at 10,001 to 11,000 pounds, rising from there. A mover's box truck pays Class B rates. A landscaper's small trailer is Class T at $27.00, and a heavier trailer behind a heavy truck is Class C at a flat $51.00.
Every plate carries a $1.00 litter fee and a 50-cent insurance enforcement fee on top of the listed price. Hybrids add $100 a year in Class A, and electric and alternative fuel vehicles add $200.

Pass the safety inspection on the state's clock
West Virginia inspects every registered motor vehicle, trailer and semi-trailer on a two-year cycle, and the sticker costs at most $19 for the full two years.
The timing rule is strict for a business that just bought its truck. An in-state acquisition without a valid inspection sticker must be inspected within three days. An out-of-state purchase gets ten days from titling. A roadside stop inside that window is a bad morning for a working crew.
Any licensed inspection station can do it, and the truck must carry its registration card and a current certificate of insurance to be inspected. A landscaper's dump trailer and a cleaner's hatchback run the same cycle.

Insure it in the LLC's name before the first job
The plate and the insurance are tied together for the life of the registration. When you obtain or renew a registration, you agree to keep the mandated insurance on that vehicle as long as the registration is valid, driven or not.
The DMV runs random insurance checks against active titles and plates. If the insurance lapses, the plate is supposed to go back to the DMV. A parked spare truck with a dropped policy is exactly the case that trips businesses up.

Decide the tax method while the receipts are fresh
One decision shapes the next five years of returns: the standard mileage rate or actual expenses with depreciation. Making it in week one, with the purchase file still on the desk, is far easier than reconstructing it in April.
The mileage rate pays 70 cents a mile for 2025 and 72.5 cents for the first half of 2026. Actual expenses claim fuel, repairs, insurance and depreciation, and they reward heavy vehicles: a truck rated over 6,000 pounds gross vehicle weight escapes the passenger car depreciation caps, and Section 179 can take a large bite in year one.

Calendar the annual report every year
The last step is the one that survives the first year. Every LLC registered with the Secretary of State files an annual report between January 1 and June 30, with a $25 fee.
Miss it and the penalties climb toward administrative dissolution, which would strand the fleet's titles in a dissolved company. Two minutes in a calendar in January prevents a bad summer.

Can I title a vehicle to my LLC before the LLC is approved?
No. The DMV prints titles in the name of the registered owner of record, and an LLC that has not been filed with the Secretary of State cannot hold title. Form the LLC, get the approved Articles back, then apply for the title.
Does my trade change which steps apply?

How fast can a working vehicle legally hit the road after purchase?
